I need help configuring driver for Dirt seems delayed controls?

I have this game for my PC called DIRT and it looks impressive game, except for the fact that all controls are hyper sensitive and delayed! I am currently using an XBOX360 controller while playing. How do I fix this? The game runs very smoothly! I have no idea why its doing so. Moreover, it seems as if it makes the sound of my accident before I crash! And one more thing What does "linearity of government" mean?
